Open Data and Metadata, key elements included in the new PSI Directive (Open Data Package) presented, setting out clearer rules 11/12/2011

From Government as a Platform: Available the documents presented by the European Commision in December 2011 as “Open Data Package” consisting of :

  • A Communication on Open Data

  • A proposal for a revision of the Directive (provisional version)

  • A proposal for a revision of the Commission’s rules on access to the information it holds (provisional version).

The draft proposal for a revision of the Directive proposes to further open up the market for services based on public-sector information, by:

  1. Including new bodies in the scope of application of the Directive such as museums, libraries (including university libraries) and archives;

  2. Limiting the fees that can be charged by the public authorities at the marginal costs as a rule;

  3. Introducing independent oversight over re-use rules in the Member States;

  4. Making machine-readable formats for information held by public authorities the norm.
