2017 European Interoperability Framework (EIF V3): aligning Open Data and much more 25/03/2017

The new 2017 version of the European Interoperability Framework (EIF V3) has been published this week, including very interesting recommendations. The EIF has become an important reference in the field of interoperability and -as this third version shows- there is a true evidence of a very mature interoperability view. The first version of the EIF several years ago had a very limited interoperability view mostly focused on a technological view.

The evolution of the framework has been impressive. Based on the most advanced interoperability concept, aligned with current academic knowledge in this field, interoperability is not anymore “ability of systems”, but it is seen as a true “ability of organizations”, defining interoperability as “ability of organisations to interact towards mutually beneficial goals, involving the sharing of information and knowledge between these organisations, through the business processes they support, by means of the exchange of data between their ICT systems”.

This is the core concept, basis of an interoperability multi-dimensional view. Most of the important problems related to interoperability are not related to semantic or technical dimensions but are related to organizational dimension as well as interoperability governance. This is the definition that fits the most advanced view of interoperability. This concept that it was adopted more than seven years ago, now it has been powerfully developed.

It has been created not only a mature interoperability framework, but also a true public sector modernization policy, driven and engine by interoperability as a Principle. The European interoperability view has evolved to a true public policy, a true ecosystem thas includes an interoperability strategy, an interoperability framework, an interoperability architecture reference as well as interoperability guidelines in order to implement the modernization of the public sector based on the interoperability. It is interesting to say that -among other- the EIF V3 is also aligning key open government elements, including important recommendations related to fields such as open data or open source software. ISA2 is doing a great job. Very good news.

Hace unos días, subí mi intervención sobre interoperabilidad entre paises y el MII, que realicé en el marco del proyecto “Innovación tecnológica y gobierno electrónico colaborativo” en el reciente evento celebrado por el Instituto de Gobernanza y Dirección Pública de ESADE.

Hoy le toca a la intervención que en el mismo acto realizó Anneke Zuiderwyk, investigadora de la Universidad de Tecnología de Delft, en la que aborda la cuestión clave de la interoperabilidad desde la perspectiva de la apertura de datos (Open Data). Charla en inglés con subtítulos en español.

IGI eGovIGI Global publica este mes el libro Handbook of Research on Democratic Strategies and Citizen-Centered E-Government Services, cuyo primer capítulo “Smart Government: Opportunities and Challenges in Smart Cities Development” publico  junto con los miembros de @IEEE_eGov Francisco Falcone (Universidad Pública de Navarra), Agustí Solanas (Universidad Rovira y Virgili), Héctor Puyosa (Universidad de Cartagena), Federico González (UNED) y Saleem Zoughbi (Universidad de Naciones Unidas). El libro ha sido editado por Ćemal Dolićanin y Ejub Kajan (State University of Novi Pazar, Serbia), Dragan Randjelović (Academy for Criminalistic and Police Studies, Serbia) y Boban Stojanović (University of Niš, Serbia). [ES]”Computer“, la prestigiosa revista de la IEEE Computer Society publica este mes de Octubre de 2014 un número especial sobre e-Government Interoperability. El artículo que abre el número especial titulado “e-Government Interoperability: Linking Open and Smart Government” está accesible en formato abierto y os lo podéis descargar desde este enlace [EN]. Dicho artículo introduce al concepto actual de interoperabilidad, y presenta los diferentes aspectos relacionados que se publican en el número (Big Data, Smart Cities, etc). Las tablas, que incluyo a continuación (no incluidas en el artículo, pero sí en el video) explican básicamente un concepto general evolutivo del que se habla en este nuevo libro, y que añadiría un nuevo tipo de organización pública a la clasificación previa existente que Gascó (2009) recoge (Burocrática, Profesional, Relacional), basada en el rol y grado de adopción TIC. Este nuevo grado lo denominamos “Inteligente”.

Además, la IEEE Computer Society ha publicado el material multimedia de este número en éste enlace, donde se incluye un video de ISA (Interoperability Solutions for European Public Administrations – Comisión Europea). Éste número especial de Computer resulta aún más interesante -si cabe-, dado el reciente anuncio en nota de prensa de la Comisión Europea, que coloca a partir de ahora a la interoperabilidad como elemento central para la modernización del sector público. Entre los contenidos de los artículos desde la perspectiva de la interoperabilidad en e-Government, se abordan temas como Smart Cities, Big Data, e-Health o Linked Data, participando autores de reconocido prestigio internacional así como instituciones relevantes en este ámbito. Computer seeks submissions for an October 2014 special issue on e-government interoperability.

Important topics for this special issue on e-government interoperability, include, but are not limited to:

  • interoperability and security and privacy in e-government;
  • open government and interoperability;
  • e-government interoperability and smart cities;
  • infrastructure for e-government cloud computing, (government cloud) and interoperability;
  • dimensions of e-government interoperability (semantic, technical and organizational);
  • interoperability and governance;
  • e-government interoperability maturity models and evaluation;
  • e-government interoperability strategy and frameworks;
  • interoperability in e-justice

Articles should be original and understandable to a broad audience of computer science and engineering professionals. All manuscripts are subject to peer review on both technical merit and relevance to Computer’s readership. Accepted papers will be professionally edited for content and style.

The guest editors for this special issue are:
